In a documentary, must you know the climax before you know the controlling idea?

Could including historical events as subplots and sources of conflict potentially limit the longevity of a TV series?

When developing a TV drama series, set in the past (e.g. 1950's), there is the option of limiting the story to the characters and therefore limiting the time setting, by keeping them in the decade. There is also the option of opening up the story to include historical events as subplots & sources of conflict, so that the series moves at a faster pace through that decade. Could the latter potentially limit the longevity of the series?
